Institutions administratives

Description

L’enseignement vise à décrire l’organisation et le fonctionnement des entités et organes administratifs de l’État français s’agissant tant de l’administration centralisée, déconcentrée que décentralisée. Il s’attache à situer chacun de ces échelons et organes dans le paysage administratif global et à en restituer le rôle dans l’appareil d’État.

Compétences requises

L’étudiant doit être capable d’analyse et de rigueur dans celle-ci. Il doit, dans ce cadre, faire montre de curiosité intellectuelle en questionnant de façon pertinente les sujets à traiter. Il doit, avec la même rigueur, être capable de restituer les résultats de son analyse de façon organisée et adéquate. Il doit s’intéresser à l’actualité pour comprendre les enjeux sociétaux des services publics et de leurs réformes éventuelles.

Compétences visées

L’étudiant doit acquérir la compréhension de l’architecture globale de l’administration française et ses modalités essentielles de fonctionnement, pour, demain, dans un cadre professionnel, lui-même participer à l’organisation de l’État et au fonctionnement de ses services publics. Il doit maîtriser les outils d’analyse juridique d’une situation donnée affectant l’une ou l’autre institution, pour aider les décideurs publics dans les décisions à prendre, sinon, lui même en qualité de décideur, contrôler ces institutions en connaissance de cause et agir sur elles.
